Live at Collingwood Town Hall Expression of Interest

Council is on the lookout for Venues, Bookers or Promoters based in the City of Yarra to hold a pop-up concert at the Collingwood Town Hall as part of the 2021 Leaps and Bounds Festival. The aim of this series is to support the local live music industry and workers adversely impacted by current COVID19 restrictions and density limits, by providing an opportunity to hold a live show in a large performance venue with greater capacity than they would otherwise have access to.

 As a part of the greater Leaps & Bounds Music Festival program, the ticketed event will include several nights programmed by different Venues, Bookers and Promoters currently affected by restrictions, allowing them to host a one off event in the Collingwood Town Hall all in a COVID-safe manner.

Collingwood Town Hall has a current COVID-Safe capacity of 362 standing on the ground floor (2m2 per person density quotient) and 309 seated on the balcony (100% fixed seating capacity). Collingwood Town Hall is fully wheelchair accessible, while also providing access to power, toilets and various entry and exit points to encourage egress while remaining COVID-Safe.

Council will enable these live performances to take place sustainably for all participants by providing venue and equipment, Back of House and Production support, as well as overarching administration, promotion and facility management in conjunction with successful applicants to minimise the operational burden and maximise artistic and commercial capacity.

Venue Information

 First opened in 1887, the Collingwood Town Hall boasts impressive 19th century gold rush style classical design. The foyer entry and interior of the ballroom were refurbished in Art Deco style in 1938. The Collingwood Town Hall has recently been upgraded and was re-opened in July 2014. The centrepiece of this grand building is its ballroom which is ideal for performances.

It is located at 140 Hoddle Street, Abbotsford.

Capacity and Hours of Operation

The Live at Collingwood Town Hall Series will go ahead under COVID-Safe guidelines, with the current capacity of ballroom space currently being 671 people, split between seating (309 fixed seats) on the balcony and 362 standing room on the floor level (724 m2 area).  Please note the capacity may change depending on Covid restrictions.

Music must finish by 11pm on Friday & Saturday and by 10pm on Wednesday, Thursday & Sunday.


In order to become a confirmed presenting partner, venues or promoters will be required to put forward a line-up proposal which will be assessed against criteria focused on maximising the programming diversity, and the inclusion of artists from underrepresented groups such as women, non-binary, CALD, LGBTIQ+, people with a disability, First Peoples, and special interest groups.

What Yarra City Council will provide:

If successful, the applicant will receive the following:

  • $3000 cash;
  • All proceeds of the ticket sales*
  • Venue hire of Collingwood Town Hall;
  • Backline hire and Production support;
  • Administrative support including Covid Safety Plan;
  • Operational support as required;
  • Security and Covid marshalls;
  • Promotion as part of the 2021 Leaps & Bounds Festival including digital and print publicity and wider PR campaign.

*Council will require 30 complimentary tickets for its guests.

What the applicant will provide:

  • A one-night concert (we require all artists are to be paid);
  • Ticketing management*
  • Pop Up Bar if applicable**;
  • FOH staff and Event Management;
  • Production and Sound technician;

*Ticketing will be done on the same platform as Leaps and Bounds Music Festival.
**Please note, the pop up bar may be provided or other options negotiated pending successful application outcome.

Submissions close for the Collingwood Town Hall Event Series at 5pm, Monday 7 June. Notification Friday 11 June.

Applications will need to submit an EOI via this link.

Applicants must provide details about their planned event including a short written proposal and how it meets the criteria, as well as supporting documentation outlining their previous experience.

The applications will be then assessed by an independent panel.
